IRC Hosts Technical Meeting of Executive Agencies’ Human Resources Directors
Senior human resources officials from government executive agencies convened at the Insurance Research Center (IRC) to discuss managerial capacity-building, succession planning, talent retention, and the role of research and emerging technologies in strengthening human capital and regulatory performance in the insurance industry.

According to the IRC Public Relations Office, the meeting was held at the IRC on the afternoon of Monday, 24 August 2026 (2 Shahrivar 1405). Zabihollah Salmani, Deputy for Human Capital at Iran’s Administrative and Recruitment Affairs Organization, congratulated participants on Government Week and Civil Servant Day and expressed appreciation to the Central Insurance of the Islamic Republic of Iran (CII – The Insurance Supervisory and Regulatory Authority) and the IRC for hosting the event. He described managers’ direct participation in technical meetings as essential and underscored the importance of enhancing managerial competencies and equipping managers with current knowledge, particularly in artificial intelligence. He also emphasized the need to observe appropriate standards to improve managerial effectiveness.

Salmani highlighted the importance of implementing a succession-planning system to identify and develop talent within organizations, emphasizing merit-based advancement and the identification of highly capable personnel. He also stressed that regulations and directives should be continuously updated to streamline administrative processes and align them with evolving needs. Managers’ regular participation in professional development programs, he added, is vital to ensuring that their knowledge remains current.

Addressing the meeting, Majid Naderi, CII’s Deputy for Management and Resources Development, emphasized the central role of human capital in the insurance industry. He described the recruitment of qualified and capable professionals as a fundamental requirement for improving performance and strengthening regulatory oversight across the industry, stating: “Human capital recruitment must be substantive, targeted, and aligned with the insurance industry’s actual needs in order to create the conditions necessary for the effective discharge of regulatory responsibilities.”

Referring to recruitment trends in recent years, Naderi stressed that equal attention must be given to human capital retention, adding: “Recruiting new personnel alone cannot meet the industry’s needs. Serious planning is also required to retain capable professionals and strengthen employee motivation.”

Mohammad Aryamanesh, Director General of the IRC, welcomed the participation of human resources directors from executive agencies and described the meeting as an opportunity to foster scientific and professional engagement with the participating institutions. Highlighting the role of research in developing a highly capable workforce and advancing an insurance-oriented economy, he emphasized that insurance regulations must be continuously updated on the basis of robust, evidence-based research to achieve this objective.

Aryamanesh also underscored the importance of developing up-to-date educational content for human capital development, particularly to train and prepare the insurance industry’s future leaders. He further announced the IRC’s readiness to provide scientific and expert advisory services to the insurance industry.
The meeting concluded with a question-and-answer session involving the human resources directors of the participating executive agencies. Further details will be released in due course.
