Aryamanesh: Research and Human Capital Are Key to an Insurance-Oriented Economy
A research-led approach to human-capital development, digital preparedness, and product innovation is essential to building a more resilient and insurance-oriented economy, Mohammad Aryamanesh, Director General of the Insurance Research Center (IRC), said at a technical meeting of senior human resources officials from government executive agencies.
According to the IRC Public Relations Office, the meeting was held at IRC on the afternoon of Monday, 24 August 2026, corresponding to 2 Shahrivar 1405. The event brought together human resources directors and senior officials from executive agencies to examine managerial capacity-building, succession planning, merit-based advancement, specialized recruitment, employee retention, and the contribution of research and emerging technologies to human-capital and regulatory performance in the insurance industry.
Welcoming the participants, Aryamanesh described the meeting as a valuable opportunity to deepen scientific, professional, and inter-agency engagement. He noted that human resources managers are at the forefront of developing and safeguarding the human capital of executive institutions, playing an important role in advancing public administration and achieving national institutional objectives.
Highlighting IRC’s role as the insurance industry’s scientific and research arm, Aryamanesh said that the Center supports insurance companies and insurance funds through specialized and applied research designed to address the sector’s professional and scientific needs. He added that IRC’s research agenda is informed by industry data and the big data available to insurance companies, describing access to these resources, together with insurers’ trust in the Center, as a significant institutional advantage in conducting applied research and responding effectively to the industry’s actual needs.
Aryamanesh further emphasized the central role of the insurance industry’s extensive distribution network, particularly insurance agents and brokers, as a major operational and public-facing asset. He said this substantial body of human capital must be equipped with current knowledge, modern professional skills, and an informed understanding of digital transformation and emerging risks in order to perform its responsibilities effectively.
In this context, he said IRC is committed to identifying the educational and research requirements of the industry’s professional network and providing relevant content through specialized courses, practice-oriented sessions, current academic articles, analytical reports, and interactive digital tools. These initiatives, he noted, are intended to enhance service quality, reinforce public confidence, and help create the conditions for the realization of an insurance-oriented economy supported by sound scientific research.
Aryamanesh also stressed the need for transformation across the insurance industry in response to evolving circumstances and emerging risks. He called for the development of innovative insurance products and solutions capable of addressing a broad range of new and complex hazards, expressing hope that the expansion and support of such products would increase insurance penetration and bring it closer to global averages.
Addressing the meeting, Zabihollah Salmani, Deputy for Human Capital at Iran’s Administrative and Recruitment Affairs Organization, congratulated participants on Government Week and Civil Servant Day and expressed appreciation to the Central Insurance of the Islamic Republic of Iran (CII), the country’s insurance supervisory and regulatory authority, and IRC for hosting the event. He emphasized that the direct participation of human resources managers in technical meetings, alongside sustained interaction among relevant institutions, is essential to strengthening the country’s administrative system.
Salmani identified managerial capacity-building, the continuous updating of managerial knowledge, and the adoption of emerging technologies—particularly artificial intelligence—as leading priorities. He underscored the need to observe appropriate standards in these areas in order to improve institutional efficiency and managerial effectiveness.
He also highlighted the importance of establishing succession-planning systems to identify and develop talent within organizations, prevent managerial gaps, and support merit-based advancement. Salmani further called for the ongoing revision of outdated regulations and administrative directives to streamline procedures and align them with changing needs. Managers’ regular participation in professional-development programs, he added, is vital to ensuring that their knowledge remains current.
Majid Naderi, CII’s Deputy for Management Development and Resources, emphasized the strategic importance of human capital to the insurance industry. He described the recruitment of qualified and specialized personnel as a fundamental requirement for improving performance and strengthening regulatory oversight across the sector.
“Human capital recruitment must be substantive, targeted, and aligned with the actual needs of the insurance industry in order to create the conditions necessary for the effective discharge of regulatory responsibilities,” Naderi said.
Referring to recruitment trends in recent years, Naderi stressed that hiring alone cannot meet the industry’s needs and must be accompanied by serious measures to retain competent personnel and promote employee motivation. He also identified training and skills enhancement as essential to human-capital development, particularly amid rapid advances in communications technologies and artificial intelligence.
Naderi called for greater attention to working conditions and to the factors that encourage employee engagement, noting that suitable conditions for the work and professional development of specialized personnel can strengthen the performance of both the administrative system and the insurance industry.
The meeting concluded with an exchange of views among participating human resources directors. IRC reaffirmed its readiness to design and provide specialized insurance studies, products, and expert advisory services in accordance with the requirements of executive agencies and the insurance industry.
